Speaker Biographies:

Stephen Rice was named Assistant Administrator for the Office of Information Technology and Chief Information Officer in March 2013. Prior to his current role, he served as Deputy Chief Information Officer and Deputy Assistant Administrator for more than four years. Since joining TSA in 2002, he has played a significant role in the initial deployment of IT services and network connectivity to airport and field locations nationwide.

With an annual budget of nearly $400 million, he is responsible for developing and managing central policies for TSA IT requirements; developing and implementing IT initiatives across the agency; and managing and overseeing a cybersecurity architecture that protects TSA information systems and networks from internal and external threats.

Jill Vaughan was named Assistant Administrator for the Office of Security Capabilities and the Chief Technology Officer in December 2014. As Assistant Administrator, Vaughan oversees the implementation and development, test and evaluation, acquisition, deployment and maintenance of all TSA security technologies and systems across multiple modes of transportation. She directly supports TSA's mission by providing security capabilities to the field and continually enhances the effectiveness and efficiency of our nation's transportation systems through the qualification and deployment of security capabilities that drive the global standard for security.

Previously, Vaughan served as the Deputy Chief Information Officer and Deputy Assistant Administrator for the Office of Information Technology, working diligently to ensure the effectiveness of TSA’s information technology programs. As the Deputy Assistant Administrator for the Office of Information Technology, she ensured that mission-critical information technology products and services are provided to over 60,000 TSA employees at airports and field locations around the world. This includes extensive IT infrastructure; cyber security and information assurance; end user provisioning and services; and applications development, as well as compliance with the policies and standards set by the Department of Homeland Security and the White House.
